'Dieser Bericht untersucht das Wechselverhältnis zwischen dem Saldo der öffentlichen Haushalte und der Inflationsbekämpfung im Rahmen der stabilisierungspolitischen Anstrengungen in Transformationsökonomien. Das Schwergewicht liegt auf Rußland. Zentrale Hypothese ist, daß hohe Budgetdefizite in einer schrumpfenden Wirtschaft, wie dies in Rußland (und in den meisten europäischen postkommunistischen Ländern) zwischen 1991 und 1996 der Fall war, die monetäre Seite der Stabilisierung unterminieren und eine realwirtschaftliche Erholung erschweren. Ursache ist das Beziehungsgeflecht zwischen den diesbezüglichen Bereichen der Wirtschaftspolitik, insbesondere zwischen der Fiskal- und Geldpolitik, die sich bei falscher 'Dosierung' gegenseitig blockieren können. Dabei sind gerade in Rußland durch ein abgestimmtes Vorgehen beider bzw. durch ein faktisches Primat der Geldpolitik seit 1995 positive Ergebnisse erzielt worden. Während zuvor eine nominale Liquiditätszufuhr an die Unternehmen und Fianztransfers an die Haushalte aus dem Budget (der Zenralregierung) nicht nur die Geld-, sondern auch die Lohn- und Wechselkurspolitik lähmten, ist es nun zur Umkehrung dieser Prioritätensetzung gekommen.' 'This report examines the relationship between the state budget balance and measures to combat inflation in the context of efforts to bring about stability in economies engaged in the process of transformation. The report focuses mainly on Russia. Its central hypothesis is that high budget deficits in a contracting economy, as existed in Russia (and most of the other former communist countries in Europe) between 1991 and 1996, undermine the monetary side of stabilisation measures and hamper real economic recovery. The reason for this is the intricate relationship between these areas of economic policy, in particular between fiscal and monetary policy, which can obstruct one another if administered in the wrong mixture. Since 1995 Russia has succeeded in obtaining positive results through careful co-ordination of these two areas of economic policy, or rather by giving priority to monetary policy. Whereas previously nominal cash injections into enterprises and financial transfers to individual budgets from the central budged paralysed not only monetary policy but also wages and exchange rate policy, this order of priorities has now been reversed.'
