'Der vorliegende Bericht behandelt den Strukturwandel, der seit der Auflösung der Planwirtschaft in Rußland zu beobachten ist und diskutiert seine möglichen Ursachen. In einem ersten Teil wird auf die Deindustrialisierung als Teil des Strukturwandels in Rußland und auch auf regionale Aspekte eingegangen. Im zweiten Teil wird neben einer Darstellung westlicher Grundpositionen zur Strukturpolitik die Frage zu beantworten versucht, ob es einer besonderen Strukturpolitik für die Volkswirtschaften der Transformationsländer bedarf. 'The present Report examines the structural change that has been taking place since the collapse of the planned economy system in Russia and discusses its possible causes. The first part of the Report deals with de-industrialization as one element of structural change in Russia and also with regional aspects. The second part of the Report will present basic Western positions with respect to structure policy and will attempt to answer the question as to whether the economies of the countries in transformation need to pursue a special structure policy.
