Ein zentrales personalwirtschaftliches Steuerungselement im Reformprozess öffentlicher Organisationen ist der verstärkte Einsatz materieller Anreizsysteme. Die Vergabe von Leistungszulagen hat jedoch Leistungsbeurteilungen zur Voraussetzung. Der Bericht diskutiert Anforderungen an Instrumente zur Leistungsbeurteilung und stellt mit dem Leistungsbeurteilungs- und -bewertungssystem LBB-SYS ein solches Instrument vor. Monetary compensation packages are central HR-elements in the reformative efforts of public organizations. But performance oriented payments are bound to prior performance appraisals. Therefore this report discusses basic elements and requirements of performance appraisal instruments and introduces the LBB-SYS (Leistungsbeurteilungs- und -bewertungssystem) as an example.
