Mit dem SGB II fanden Elemente des New Public Management Einzug in die staatliche Beschäftigungspolitik. Der Erfolgs- und Wirtschaftlichkeitskontrolle dient ein aufwändiges Controllingsystem der Bundesagentur für Arbeit. Mit dem qualitativen Instrument offener Interviews wird untersucht, ob die alternative Sicht auf die Realität der Langzeitarbeitslosigkeit die positiven Ergebnisse des Controllings bestätigt. Das propagierte „Fordern und Fördern“ der Hartz-Kommission stellt eine soziale Dienstleistung dar, die Gegenstand ist für diese alternative Evaluation. Anhand der Dienstleistungsdimensionen Potenzial, Prozess und Ergebnis wurden die Interviewtexte auf empirische Belege untersucht. With the implementation of the Social Security Act II, elements of new public management are applied to labour market policy. Evaluation of success and efficiency is based on an elaborate controlling system by the Federal Employment Agency. By means of the qualitative instrument of non structured interviews here has been explored, whether the positive results of controlling on long-term unemployment can be confirmed by this alternate view. The promoted concept of “claiming and support” by the Hartz-Commission represents a social service which is the subject of this evaluation. The interviews have been reviewed by the dimensions of service – potential, process and result for empirical evidence. Among the customers as well as among the professionals dysfunctions of the service have proofed that were invisible for the controlling of the Federal Employment Agency.... view less
