Psychische Erkrankungen und Invalidität: Endbericht der 2. Arbeitsgruppe zur Neugestaltung des Invaliditätsrechts September 2012 bis Juni 2013

Abstract

Psychische Erkrankungen gewinnen als Ursache für ein frühzeitiges Ausscheiden aus dem Arbeitsleben zunehmend an Bedeutung – und somit auch die Bereiche Prävention und Rehabilitation bei psychischen Erkrankungen. Das Sozialministerium initiierte daher 2012 ein groß angelegtes Arbeitsprojekt unter Einbeziehung möglichst aller relevanten Stakeholder, um das Thema einer generellen Problemaufbereitung zuzuführen. In Arbeitsgruppen wurden Problembereiche und Handlungsfelder identifiziert und Weiterentwicklungs- bzw. Verbesserungsmöglichkeiten erarbeitet.

Die vorliegende Publikation orientiert sich am Arbeitsprozess des Projekts „Invalidität im Wandel 2 – Psychische Erkrankungen und Invalidität“ und bietet zunächst einen Überblick über Klassifikation und Verbreitung psychischer Erkrankungen, volkswirtschaftliche Kosten und die aktuelle sozialrechtliche Situation.

Weiters werden die Themen Prävention, Rehabilitation, Begutachtungsverfahren und Pensionierung beleuchtet. Schließlich werden die Handlungsfelder und Problembereiche präsentiert, die von den Arbeitsgruppen identifiziert wurden, sowie jene Empfehlungen an die Politik bzw. an bestimmte Institutionen, die als akkordiertes Ergebnis des Projekts vorliegen. Ein Überblick über Projektorganisation und -ablauf rundet die Publikation ab.

It is currently being pointed out that the field of mental illness plays an increasingly important role as the cause of early withdrawal from the labour force. Therefore, in 2012 the Federal Ministry of Labour, Social Affairs and Consumer Protection decided to tackle the issue of mental illness and invalidity in a broadly set-up process, involving all relevant stakeholders. Three panels of experts were established: Prevention and rehabilitation for mental illnesses, Mental illnesses in work contexts and Mental illnesses and pension. In these panels the relevant topics, problem areas and fields of action were identified and possibilities for further development and improvement elaborated.

The publication at hand is based on the work process in the project “Invalidität im Wandel 2 – Psychische Erkrankungen und Invalidität”. In Part I the status quo is being introduced, related to both mental illness (classification, prevalence, stigmatisation, economic costs and gender dimension) and to the current legal situation. In addition, the issue of mental illness is being analysed with relation to prevention, rehabilitation, work context, assessment and pension. The aim of the second phase of the project was to develop propositions that were as concrete as possible and could serve as policy recommendations or mandates of action for specific institutions. Thus, in Part II of the book the broad variety of fields of action and problem areas as identified by the experts are being presented, as well as those recommendations, which are the coordinated result of the project.
