"The focus of this article is on the processes of and the reasons for the high risks of social exclusion low qualified workers are exposed to. For this purpose, the article tries to deconstruct specific limitations of the mainstream discourse regarding the aforementioned issue. It tries to develop an adequate understanding of the phenomenon of the absence/ exclusion of the lower qualified from further training and (formal) life-long learning, by exposing the social character of further training and by criticizing the dominant 'deficit view' of this focus group. Based on the critical discussion of the 'mainstream discourse', the article presents some conclusions that go beyond a strategy focusing solely on further training and life-long learning."
