Tras nuestra crítica al uso de índices basados únicamente en el análisis del presupuesto y gasto militar para aproximarse al fenómeno de militarización (Morales y Pérez Ricart 2014), en este artículo desarrollamos una primera propuesta conceptual para reformular el concepto de militarización a partir de dos dimensiones institucionales: a) el poder de las instancias militares en la arena política respecto al diseño y ejecución de políticas de seguridad pública, y b) la apropiación de lógicas y prácticas militares por parte de las instituciones de seguridad pública. Wir kritisieren mit diesem Artikel die Annäherung an das Phänomen der Militarisierung über die bloße Analyse des Verteidigungshaushalts und der Ausgaben des Militärs (Morales und Pérez Ricart 2014). Hiermit machen wir dementsprechend den Versuch, den Begriff Militarisierung im Spannungsfeld zweier institutioneller Dimensionen zu beleuchten: a) Die Macht militärischer Institutionen in Bezug auf die Entwicklung und Implementierung von politischen Maßnahmen im Bereich der öffentlichen Sicherheit und b) die Aneignung militärischer Logiken und Vorgehensweisen vonseiten der Institutionen der öffentlichen Sicherheit. After our critique of the use of indexes based only on the analysis of military budget and expenditure as a way to deal with the phenomena of militarization (Morales and Perez Ricart 2014) we now develop in this article a conceptual proposal that reformulates the concept of militarization based on two institutional dimensions. These dimensions are: a) The power that military institutions have in the political arena where public safety policies are designed and executed; and b) the appropriation of military reasoning and practice by the public security institutions.
