MEREX AG o la frontera de lo (i)legal en la política alemana de exportación de armamento

Abstract

El trabajo examina la participación de Gerhard G. Mertins y de su empresa MEREX AG en la distribución y exportación de material de guerra entre 1963 y 1991. Lo hace enfatizando la complicidad que mantuvo Mertins, en lo que refiere al desarrollo de sus negocios, con varias instituciones y funcionarios de la entonces República Federal Alemana. Explora, en particular, un aspecto de Mertins hasta ahora poco estudiado por la bibliografía: los acuerdos comerciales de MEREX y redes nazis con las dictaduras latinoamericanas. Por último y en su conjunto, el texto analiza el caso de MEREX como ejemplo de la contradictoria política exterior alemana durante la segunda mitad del Siglo XX y de la delgada línea de lo (i)legal que atraviesa el mercado de exportación de armas en el mundo.

Diese Arbeit prüft die Beteiligung von Gerhard G. Mertins und seinem Unternehmen MEREX AG an der Verteilung und Ausfuhr von Kriegswaffen zwischen 1964 und 1991. Dies erfolgt unter Hervorhebung der Komplizenschaft von Mertins - bei der Entwicklung seiner Geschäfte - mit verschiedenen Institutionen und Beamt_innen der damaligen Bunderepublik Deutschland. Die Arbeit untersucht im Besonderen einen Aspekt der Biographie von Mertins, welcher bis heute wenig erforscht wurde: die Handelsabkommen von MEREX und den Nazinetzen mit den lateinamerikanischen Diktaturen. Schließlich analysiert der Text den Fall von MEREX als ein Beispiel der widersprüchlichen deutschen Außenpolitik während der Zweiten Hälfte des 20. Jahrhunderts und und den schmalen Grat zwischen Legalität und Illegalität, auf dem sich der Markt der Waffenausfuhren in der Welt bewegt.

This work examines the participation of Gerhard G. Mertins and his company MEREX AG in the distribution and exportation of war weaponry between 1964 and 1991. It makes it by highlighting the collusion of Mertins' - in the development of his business - with several institutions and public servers of the former Federal Republic of Germany. Particularly, the work explores a facet of Mertins' biography that has been until now little studied: the trade agreements of MEREX with the Nazi nets with Latin-American dictatorships. Finally, the paper analyzes the case of MEREX as an example of the contradictory German foreign policy during the second half of the twentieth century and the tightrope of (Il)legality that the world wide exportation of weapons walks.
