The purpose of this paper is to explain the social policies implemented in Latin America from the perspective of the political economy, particularly the role of the state in the twenty-first century. It discusses how the consolidation of democracy, and the political culture, i.e., the democratic values and social values of Latin americans, may help to understand the present wave of social programs implemented by the Latin American countries.
