"Der deutsche Föderalismus, der lange als Fundament der westdeutschen Erfolgsgeschichte gefeiert wurde, gilt jetzt als die eigentliche Ursache der deutschen Malaise. In der Tat haben die auf Konsens angelegten Institutionen des "unitarischen Bundesstaats" und der "Politikverflechtung" in den Nachkriegsjahrzehnten eine stetige und erfolgreiche Politik begünstigt, während sie unter den gegenwärtigen Rahmenbedingungen die Politik in Bund und Ländern lähmen und so die Bewältigung neuer Herausforderungen und Krisen behindern oder vereiteln. Deshalb soll eine vom Bundestag und Bundesrat gemeinsam eingesetzte Kommission Vorschläge entwickeln, welche die autonome Handlungsfähigkeit der Politik auf beiden Ebenen verbessern sollen. Der Vortrag analysiert die Interessenkonflikte, an denen dieser erste ernsthafte Versuch einer Föderalismusreform scheitern könnte, und er diskutiert Reformoptionen, bei denen eine Einigung über die Konfliktfronten hinweg immerhin möglich erscheint." "German federalism, long considered the foundation of the West German success story, is now seen as a main cause of German failures. In the post-war decades, it is true, the high consensus requirements of "joint decision making" in the "unitary federal state" were conducive to a pattern of consistent, steady and successful policy making. Under present conditions, however, these same institutions are generating deadlocks that impede or prevent effective policy responses to new challenges and crises. As a consequence, the Bundestag and the Bundesrat have set up a joint commission with the mandate to develop institutional reforms that would increase the autonomy of policy choices at the national level and at the level of individual Länder. The paper analyzes the conflicting institutional interests that stand in the way of such reforms and discusses options that might still be acceptable in light of these conflicts."[author's abstract]... view less
