"Während der letzten 50 Jahre hat es innerhalb des Rahmens der klassischen politikwissenschaftlichen Erkenntnisinteressen verschiedene Themenkonjunkturen gegeben, sowohl im Bereich der Internationalen Beziehungen wie in der Demokratietheorie und der Steuerungstheorie. In diesem Papier wird zunächst gezeigt, daß nicht zuletzt aufgrund der jüngsten thematischen Erweiterungen zum ko-operativen Staat, gesellschaftlicher Selbstregelung und politischen Mehrebenen-systemen die zentralen Fragestellungen und analytischen Kategorien der Politikwissenschaft sich recht gut auf den transnationalen ("globalen") Bereich übertragen bzw. ausdehnen lassen. In einem zweiten Schritt wird argumentiert, daß die derart anschlußfähigen Ansätze den Besonderheiten der Vorgänge im transnationalen Bereich in verschiedener Hinsicht nicht gerecht werden. Diese Mängel stellen zum Teil Herausforderungen dar, die sich durch Veränderungen in der jetzt vorherrschenden analytischen Perspektive auf "global governance" bewältigen ließen; teilweise stößt die Politikwissenschaft hier aber an disziplinäre Grenzen, die schwer überwindbar sind." "Over the past 50 years there have been important shifts in the perspective of political science, in the field of International Relations as well as in the analysis of the policy process with its two major foci, democratic legitimation and policy effectiveness. In this paper it is first argued that, partly as a consequence of the more recent topical shifts to the cooperative state, self-regulation, and political multi-level systems, the questions and concepts that have been used in the analysis of the nation state and of European integration can be, and in fact have been, successfully extended to the analysis of globalization phenomena, particularly global governance. In a second step the shortcomings of this extension of familiar concepts and approaches to transnational ("global") processes and structures are pointed out. In part these shortcomings can be off-set by adapting the analytical perspective to the peculiar nature of global dynamis, but there are also disciplinary barriers that political science can hardly overcome."
