"Aufgrund der Eigentümlichkeiten des deutschen Regierungssystems gehen viele politikwissenschaftliche Studien von der Blockadethese aus. Die Blockadethese gründet in der Annahme gegebener Präferenzen und stabiler institutioneller Rahmenbedingungen und führt auf der analytischen Ebene zu am Rationalwahlansatz orientierten Interaktionsanalysen, die politische Entscheidungen von der Veränderung gesellschaftlicher Probleme, Präferenzen und institutioneller Rahmenbedingungen isoliert betrachten. Interaktionsorientierte Analysen fokussieren auf die Erklärung von inkrementellen Policy-Wandel. Anhand der innovativen Rentenreform von Bundesarbeitsminister Walter Riester wird vorgeschlagen, Rückkoppelungseffekte von Policies auf das Handeln politischer Akteure zu betrachten, und Politik damit dynamisch zu betrachten. Theoretisch wird dies mit dem Bedarf an sozialintegrativer Wirkungen von Policies begründet. "Due to the specific characteristics of the German system of government, political scientists often assume policy-making will be affected by gridlock. Assuming exogenous preferences and stable institutional settings, they tend analytically toward interaction studies based on rational choice. Because such studies analyze political decisions isolated from changes in social problems, preferences and institutional settings, their explanatory power focuses on incremental policy change. I suggest viewing political decisionmaking as a dynamic process. To do this, I examine the innovative pension reform initiated by the former Federal Minister of Labor Walter Riester, looking at the feedback effects of policies on political actions. At the theoretical level, this use of temporality is based on the assumption that policies need to have social integrative effects. My main hypothesis is that sequence-oriented analysis in policy studies would enable us to identify endogenous causes of innovative policy change." [author's abstract]... view less
