Die Abgrenzung von Planungsräumen der Regionalplanung im Ländervergleich

Abstract

In diesem Beitrag wird die Etablierung der Regionalplanung in den einzelnen Bundesländern als Institutionalisierung und die damit einhergehende Abgrenzung regionaler Planungsräume durch Landesgesetzgeber oder interorganisatorische Selbstorganisation als Regionalisierung aufgefasst. Die Geschichte der Institutionalisierung und Regionalisierung der Regionalplanung wird für jedes Land schlaglichtartig beleuchtet. Gefragt wird danach, ob in den Ländern eher funktionale, auf Verflechtungsanalysen basierende Abgrenzungsansätze von Planungsregionen zum Einsatz kommen oder vielmehr an tradierten Verwaltungseinheiten orientierte Grenzen Berücksichtigung finden. Es wird ein Vergleich aller Planungsräume in Bezug auf ihre Flächengröße durchgeführt und abschließend diskutiert, ob Planungsräume der Regionalplanung auch zu groß zugeschnitten werden können.

For the purposes of this paper, regionalisation is viewed in terms of the way in which regional planning is institutionalised within each of Germany’s federal states; it is therefore a matter of the inner-state demarcation of planning areas either through state-level legislation or by means of internal re-organisation (in the form of selforganisation). The spotlight moves from state to state to shed light on the history of the institutionalisation and regionalisation of regional planning throughout the country. The question at issue is whether the individual states have opted for a more functional approach to the demarcation of regions, based on an analysis of patterns of interaction, or whether attention has been paid rather to the boundaries of more firmly established administrative entities. The paper contains a comparative survey of all planning areas relative to their respective surface area; it concludes with a discussion on scale and whether it is possible for the planning areas created for regional planning to be too big.
