"Die Verbändeforschung im Feld der 'Industriellen Beziehungen' weist traditionell ein deutliches Übergewicht zugunsten der Gewerkschaftsforschung auf. Der vorliegende Beitrag will diesem Ungleichgewicht entgegenwirken, indem die Organisationsprobleme von Arbeitgeberverbänden, die sich insbesondere aus der deutschen Wiedervereinigung ergeben, zentriert untersucht werden. Dabei werden erstmalig die Organisationen der privaten und der öffentlichen Arbeitgeber miteinander verglichen. Die Arbeitgeberverbände in der Privatwirtschaft haben im Gegensatz zu den Verbänden im öffentlichen Dienst erhebliche Probleme bei der Loyalitätssicherung ihrer Mitglieder, der internen Willensbildung sowie der Realisierung ihrer Tarifpolitik. Ursache für die ausgeprägteren Organisationsprobleme in der Privatwirtschaft ist vor allem die größere Interessenheterogenität der privaten Arbeitgeber." (Autorenreferat)... view less

"The research on voluntary associations in the area of industrial and labor relations traditionally shows a clear predominance towards research on unions. The following paper intends to redress this imbalance by focusing on organizational problems of employers’ associations, especially those problems resulting from the German reunification process. For the first time, employers’ associations in the private and the public sector are compared. In contrast to employers' associations in the public sector, employers’ associations in the private sector have formidable difficulties regarding the loyalty of their members, the process of fostering internal consensus, and the realisation of their wage policy. The cause of these pronounced organizational problems in the private sector is to be found in the greater heterogeneity of interests of private employers." (author's abstract)... view less
