"Die erste Dekade des 21. Jahrhunderts erlebt einen entwicklungspolitischen Aufbruch in Subsahara Afrika. Eine neue Rolle des Staates und seine gewachsenen Handlungsspielräume, starke Veränderungen im internationalen Entwicklungsregime sowie - und dies steht im Zentrum des Beitrags - das politische Erwachen vitaler Zivilgesellschaften sind unverkennbar. Der Verfasser weist zunächst nach, dass sich eine neue Generation partizipativer Prozesse in der afrikanischen Entwicklungslandschaft herauskristallisiert hat: Zivilgesellschaftliche Beteiligung hat die politische Makroebene erreicht. Am Beispiel der Strategien zur Armutsbekämpfung werden die Akteurslandschaft und die Beteiligungsstrukturen analysiert. Das Zusammenspiel zwischen der Zivilgesellschaft und staatlichen Institutionen wird unter Rückgriff auf die von Jürgen Habermas eingeführte Unterscheidung von 'kommunikativer Macht' und 'administrativer Macht' diskutiert. Obwohl die bisherige Bilanz zivilgesellschaftlicher Arbeit zu einem differenzierten Ergebnis kommt (hinsichtlich der Signifikanz von Partizipation werden drei Ländergruppen unterschieden), formuliert der Autor die These, dass erstarkende Zivilgesellschaften in Subsahara Afrika in jüngster Zeit einflussreiche Akteure hervorgebracht haben, mit deren wachsender 'kommunikativer Macht' in Zukunft gerechnet werden muss." "During the first decade of the 21st century, development politics in Sub-Saharan Africa is undergoing significant changes: a new role for the state and its growing scope for strategic maneuvers, remarkable changes in the international aid regime as well as the rise of vibrant civil societies. The article focuses on the latter. The author argues that a new generation of participatory processes has emerged: African civil societies have started entering the macro level of politics. The processes around the Poverty Reduction Strategies demonstrate this. Based on Habermas' distinction between communicative power and administrative power, prospects and limitations for the interplay between the state and civil society are discussed. Regarding the significance of civil society participation, a mixed picture emerges (three country groups are distinguished). However, the author concludes that the newly evolved voices from civil society and their growing communicative power will play a significant role in future African politics."
