Akzeptanz regionaler Planungsprozesse und -ergebnisse

Abstract

"Angeheizt durch die spektakuläre Auseinandersetzung um das Projekt 'Stuttgart 21' wird die Diskussion um die Akzeptanz und Umsetzbarkeit von räumlicher Planung derzeit mit Vehemenz geführt. In diesem Beitrag wird die generelle Problematik der Sicherung von Akzeptanz von Planungsprozessen und deren Ergebnissen zunächst anhand von zwei aktuellen Beispielen - dem Neubau einer Kohlenmonoxid-Pipeline im Rheinland sowie den Planungen zur Gewinnung von unkonventionellem Erdgas mittels Fracking - illustriert. Es folgen Ausführungen zu vier Dilemmata von Beteiligungsverfahren speziell auf der regionalen Ebene im Hinblick auf die Steuerungsmodi, die Rationalität, das Abstraktionsniveau und den Zeit- und Planungshorizont. Abschließend werden einige Empfehlungen bezüglich der Akzeptanz regionaler Planungs-und Beteiligungsprozesse abgeleitet." (Autorenreferat)

"Triggered by the spectacular conflict over the 'Stuttgart 21' rail project, there are currently vehement discussions in Germany on the acceptance and implementability of spatial planning. In this paper the general issue of securing the acceptance of planning processes and planning results is illustrated using the examples of the construction of a carbon monoxide pipeline in the Rhineland and plans to exploit unconventional natural gas in North Rhine-Westphalia. Consideration is made of four dilemmas in participation processes that are encountered particularly at the regional scale: governance modes, rationality, levels of abstraction, and time horizons. Finally, some recommendations intended to improve the acceptance of regional planning and participation processes are derived." (author's abstract)
