"Als Reaktion auf einen zunehmend schwierigeren wirtschaftlichen Wettbewerb und
bevorstehende bzw. eingeleitete Umstrukturierungen in den Unternehmen werden in
jüngerer Zeit im Maschinenbau industriepolitische Initiativen von Unternehmern und
ihren Verbänden sowie von Gewerkschaften Gewerkschaften mit unterschiedlich starker
Beteiligung der Betriebsräte praktiziert. Obwohl diese Initiativen auf verschiedenen
Ebenen (Bund, Großregion und Sub-Region) zu finden sind, unterschiedliche Strukturen
aufweisen und die Zusammensetzung der Akteurskreise durchaus variiert, streben sie
durchgängig das übergeordnete Ziel an, durch ein kooperatives Vorgehen die Wettbewerbsfähigkeit
zu verbessern und die Beschäftigung am jeweiligen (deutschen) Standort
zu sichern. Gemeinsame Positionen zu den Wegen, auf denen dieses Ziel konkret zu erreichen
ist, bringen die eingeleiteten Branchendialoge bisher nicht hervor, da durch sie
zumeist „weiche“ Ergebnisse, wie eine gewachsene Dialogbereitschaft, entstehen.
Allerdings erweitern sich dadurch erheblich die Chancen, daß „harte“ Ergebnisse in
folgenden gemeinsamen Arbeitsschritten erzielt werden und das ausbaufähige Potential
in der Maschinenbauindustrie auf diese Weise hinreichend genutzt wird." (Autorenreferat)... view less

"As a result of increasing economic competition and pressures on firms to restructure,
in the engineering industry, firms and their interest organisations, and trade unions with
varying degrees of participation by works councils, have recently embarked upon a number
of employment initiatives. Although structured differently, taking place at different
geographical levels (federal level, major regions and sub-regions) and with varying levels
of participation by the different actors, all of these initiatives share the overall objective
of improving and securing the competitiveness of, and employment in, German industry
by means of joint actions. However, joint positions on the appropriate ways to reach
this objective in practice have not figured in sectoral level discussions so far. These
discussions have produced mainly „soft“ results such as an increasing willingness to use
these channels of communication. Nevertheless, the likelihood of reaching „hard" results
through further steps of co-operation is increasing, and these „hard“ results may, in turn,
encourage the use of such machinery in the engineering industry." (author's abstract)... view less
