"Im Kontext der am Start der ostdeutschen Transformation vorgenommenen wirtschaftspolitischen Richtungsentscheidungen erwies sich die flächentarifvertragliche Normierung von Arbeits- und Entlohnungsbedingungen für die Arbeitgeberverbände als organisationspolitisch dysfunktional, weil sie der Differenzierung betriebswirtschaftlicher Kostenbedingungen und Interessenlagen im rasanten Strukturwandel nicht gerecht werden konnte. Anhand der Ergebnisse einer Befragung ostdeutscher Unternehmen werden in dem Beitrag die erheblichen Rekrutierungs- und Loyalitätsprobleme der Verbände diskutiert. Die dargestellten Befunde zur sog. Verbandsabstinenz und Tarifflucht zeigen zum einen, daß Organisationsbereitschaft und Tarifvertragstreue in hohem Maße vom Eigentumsstatus und der Belegschaftsstärke der Unternehmen abhängen. "In the context of the basic economic policy decisions taken at the start of East German transformation, the industry-wide collective agreements on wages and working conditions proved economically inadequate and detrimental for membership recruitment by employers associations. This is because, during the period of accelerated industrial change, individual firms faced increasingly varied economic situations, giving rise to a diversity of interests. Based upon the results of a survey of East German firms, this paper discusses the severe problems of recruitment and retention for the associations. A statistical analysis of industrial change in East Germany shows that resignations from employer organisations and failure to apply wage agreements by East German firms depend on both ownership type and establishment size. It also points to the differences in the acceptance of institutions between East and West Germany." (author's abstract)... view less
