"Der Beitrag gibt zunächst einen Überblick über wichtige aktuelle Veränderungen innerhalb der Beschäftigungsbeziehungen des öffentlichen Sektors, also gleichermaßen für Arbeitsbeziehungen wie Arbeitsmärkte. Behandelt werden vor allem: verschiedene Strategien zur Flexibilisierung des Arbeitsmarktes, Privatisierungsmaßnahmen, Ansätze zur Modernisierung der Verwaltung sowie die Einführung neuer Managementstrategien. Anschließend finden besondere Berücksichtigung die Folgen dieser Strategien für die korporativen Akteure, für die Regulierungsverfahren sowie für das System von Flächentarifverträgen. Der öffentliche Sektor ist weder das Zentrum radikalen Wandels noch befindet er sich an dessen Spitze. Gewisse Anpassungen an privatwirtschaftliche Mechanismen und Instrumente sind in Zukunft wahrscheinlich." (Autorenreferat)... view less

"The first part of the article presents an overview of recent important changes in employment relations in the public sector including both labour relations and employment policies. The analysis focuses mainly on different strategies for increasing labour force flexibility, privatisation, attempts to modernise the administration, and the introduction of new management strategies. The second part pays special attention to the consequences of these strategies for the corporate actors, modes of regulation, and the system of sectoral bargaining. The public sector is neither at the centre of radical change nor at its peak. Adoption of certain private sector management policies is likely in the future." (author's abstract)... view less
