"Research on works councils shows that there has been a sharp change from the classical conflict-oriented approach. Works councils have increasingly engaged in a broad approach to representing the interests of their members and strengthened their role as co-managers. As yet unanswered are the questions as to how works council members deal with business restructuring and how they use their powers to shape business restructuring and to achieve both aims: protection of workers' interests and to contribute to business success. The article presents empirical findings on these themes from public transport. It applies Müller-Jentsch's typology of shop stewards Focusing on the implementation of teamwork, the article works shows that as 'co manager' the works councils have both protected worker interests and contributed to their firm's economic success."
