"Angesichts der Neuerungen, die sich in der Theorie sozialer Systeme vollzogen haben, wird in diesem Beitrag, in kritischer Auseinandersetzung mit dem Ansatz Rogowskis, versucht eine neue systemtheoretische Interpretation sogenannter industrieller Beziehungen vorzulegen. Dabei wird zunächst die Frage diskutiert, ob es sich im Falle dieses Systems um ein analytisches oder ein wirkliches System handelt. Dann werden Kommunikationen, Abgrenzung, Leitunterscheidungen und Funktion des Systems der Arbeitsbeziehungen bestimmt. Das führt zum Schluss, dass es im Rahmen nationaler Gesellschaften durchaus ausdifferenzierte Systeme der Arbeitsbeziehungen gibt. Dezentrale, regionale und organisationsinterne, flexible Kommunikationen, Verhandlungen und Regeln bedeuten keine Bedrohung, sondern eine Transformation dieser ausdifferenzierten Systeme. Das sieht man allerdings nur, wenn Distanz gehalten wird zur Idee, dass diese Systeme auf der Beziehung von Kapital und Arbeit gründen. Statt dessen wird in diesem Beitrag auf die für die moderne Gesellschaft typische Spannung zwischen den Organisationen differenzierter Funktionssystemen und den Individuen, die ihre Operationen dafür zur Verfügung stellen, hingewiesen. "Looking at the developments in the theory of social systems in recent decades, this article proposes a new system-theoretical interpretation of so called industrial relations. The point of departure is the article by Rogowski in an earlier issue of this journal. First, the authors examine whether industrial relations should be considered as an analytical or a real system. Then they discuss the communications, the boundaries, the basic distinctions and the function of the system of labour relations. This leads to the conclusion that there exist real systems of labour relations at the level of national societies. The development of decentralized, regional, intra-organisational and flexible communications, negotiations and rules do not mean a decline but a transformation of these systems. A prerequisite of this interpretation is to break with the idea that systems of labour relations are grounded in the relationship between capital and labour. Instead of this, the article points to the tension between the organisations of functionally differentiated subsystems within society and the individuals who supply their activities. This leads to a broader notion of the system of labour relations." (author's abstract)... view less
