"Auf Basis einer im Jahr 2001 durchgeführten repräsentativen Erhebung in ostdeutschen Metallbetrieben wurden Geltung und Differenzierungsniveau der tariflichen Lohn- und Arbeitszeitgestaltung analysiert. Hierbei zeigt sich, dass Tarifbindung immer weniger mit einer Bindung an einen Flächentarifvertrag gleichgesetzt werden kann. Die Ergebnisse bestärken die Annahme, dass die Mehrzahl der Betriebe Löhne unter dem Niveau des Flächentarifvertrags zahlt und die Mehrzahl der Beschäftigten länger als die tariflich vereinbarten 38 Stunden pro Woche arbeitet. Die Prekarität des kollektiven Tarifsystems in der ostdeutschen Metallindustrie spiegelt sich auch in dem starken Rückgang der Mitglieder von Gewerkschaften und Arbeitgeberverbänden wider, was die Reform des Tarifsystems für die Verbände zu einem wichtigen Desiderat werden lässt." "Based on a representative survey conducted in the East German metal industry in 2001, the article analyzes to what extent companies actually adhere to collectively agreed wages and working hours. The data show that coverage by a collective agreement can less and less be equated with the coverage by a sectoral agreement. The findings indicate that the majority of enterprises pay less than the rates fixed in the relevant sectoral agreement and that most of the employees work longer than the agreed 38 hours. The continuing membership decline of both unions and employers' associations also reflects the precarious status of the collective bargaining system in the East German metal industry, thus making the reform of the collective bargaining system a vital concern for these organizations."
