"Der Beitrag, fasst die Ergebnisse ebenso wie die Nichtergebnisse von Sozialdialogen auf Branchenebene zusammen. Dabei werden zwei Entwicklungsphasen unterschieden: Bis 1998, fanden Sozialdialoge innerhalb etablierter Rahmenbedingungen statt, ohne jedoch zu weitreichenden, d.h. bindenden Ergebnissen zu, führen (Kap.2). Ende 1998 schaffte die Kommission diese alten, heterogenen Strukturen ab und, führte neue, vereinheitlichte ein. Das Ziel dieser prozeduralen Restrukturierung lag in der Vergrößerung der Zahl sowie Verbesserung der Qualität sowie der stärkeren Fokussierung auf Arbeitsmarkt- und Beschäftigungsprobleme (Kap. 3). Die entscheidende Frage ist, ob diese politischen Hoffnungen tatsächlich eintreten. Erhebliche, aktuelle Probleme werden sowohl durch die unterschiedlichen Interessen der korporativen Akteure (Kap. 4) als auch durch Fragen der prozeduralen Strukturierung (Kap.5) verursacht. Schließlich erfolgt ein Ausblick auf die jüngste offizielle Sicht der Kommission sowie auf mögliche Beiträge sektoraler Sozialdialoge zur Entwicklung europäischer Arbeitsbeziehungen (Kap. 6)." "The article presents the summary of results as well as non-results of social dialogue at sectoral level. Two stages of development are to be distinguished. Until 1998 dialogue took place within established conditions without leading, however, to far-reaching and binding results (part 2). At the end of 1998 the Commission abolished these old, heterogeneous structures and introduced new, more homogeneous ones. The intent of this procedural restructuring was the quantitative increase as well as the qualitative improvement including their concentration on problems of employment (part 3). The decisive question is, of course, whether or not these political hopes have materialised. Recent, major problems have been caused by differing interests of corporate actors (part 4) as well as questions of procedural structuring (part 5). The article concludes with the outlook for the most recent official view of the Commission as well as possible contributions of sectoral dialogue to the development of European industrial relations (part 6)."
