"Beim Aufbau der neuen kommunalen Verwaltungsarchitektur sind Personalvertretungen Akteure der Reform. Sie nehmen ihre Schutzfunktion wie auch neue Gestaltungsaufgaben wahr. Die Politikstile variieren in Abhängigkeit von den Arbeits- und Machtbeziehungen in der Kommunalverwaltung. Zur Verwaltungsmodernisierung gehört nicht nur die Binnenmodernisierung, sondern auch ein neues Management des 'Konzerns Stadt'. Dieses Modernisierungsfeld zwingt ebenfalls zu einer Neuorientierung der Interessenvertretungspolitik und zeigt den Weg zu einer innovativen Mitbestimmungspolitik durch eine Arbeitnehmervertretung im Konzern auf. Aktuelle Personalratsarbeit bewegt sich auf beiden Modernisierungsfeldern in einem prekären Interimszustand zwischen Rationalisierungsschutz und Modernisierungsmanagement." "During the restructuring of local government management, the staff-councils are actors in the reform. Their function is both a protective and a creative one. The styles of politics vary depending on the work and power-relationships in local government. Local government modernisation involves not only the internal modernization but also the development of a new business management approach. This modernization process forces staff-councils to reorientate their representational policies and points the way towards innovative codetermination policies based on representing the staff of the whole group. The modern role of staff-councils comprises both aspects of modernization in a precarious intermediate state between employee protection during rationalisation and the management of change."
