"Der vorliegende Beitrag analysiert die Auswirkungen der innerverbandlichen Heterogenität auf die Vertretungswirksamkeit von Arbeitgeberverbänden. Unter Rückgriff auf die Daten der Aachener Befragung 'Wirtschaftsverbände in Deutschland 2005/ 2006' wird der Frage nachgegangen, wie sich unterschiedliche Aspekte verbandlicher Heterogenität auf den Organisationsgrad, die Politikbeeinflussung und den tarifpolitischen Erfolg deutscher Arbeitgeberverbände auswirken. Die vorgenommene multivariate Analyse zeigt, dass Heterogenität unterschiedliche Wirkung entfaltet, je nachdem ob Heterogenität auf die Domänenabgrenzung oder die Mitgliederstruktur bezogen wird. Während sich eine höhere Homogenität der Interessendomäne positiv auf den Organisationsgrad von Arbeitgeberverbänden auswirkt, findet sich auf der Ebene der Zusammensetzung der Mitgliedschaft eine negative Assoziation zwischen der Homogenität und dem Organisationsgrad." "Since the Eastern Enlargement of the EU, the conditions in which trade unions operate in Central Eastern Europe have changed considerably. The influence of the communist heritage and the dilemmas of the transformation period are losing their importance. Using the example of the Solidarity union, the article analyses the organisational change of unions in Central Eastern Europe. The failure of Solidarity's involvement in party politics has led to increasing attention being focused on workplace organizing activities following the Anglo-American model. The young union activists develop a different self-conception from older unionists. The reference to Solidarity's history is disappearing, which leads to conflicts about the union's identity and its goals. The new union organisations are born from resistance to abusive practices of employers and lack a strong collective identity which makes it difficult in the long term to stabilise membership. The introduction of works councils has had only a marginal influence on trade unions and industrial relations. The paper is based on qualitative semi-structured interviews with trade unionists in solidarity's headquarter and in four manufacturing plants in Poland." (author's abstract)... view less
