"This article documents the development of vocational training policy and politics since the 1970s, paying close attention to the role of business and labor therein. Following a qualitative and historical approach, we rely on empirical material from primary and secondary sources as well as findings from interviews conducted with relevant actors within the field of vocational training policy. Even though far-reaching reforms are rare, we are able to identify significant policy and political changes in the form of changing preferences and the emergence of new constellations and coalitions of interested parties. On the one hand, policy and political change are a reaction to transformations in the vocational training system itself. On the other hand, the present article addresses the question whether change is also related to partisan forces. It is argued that government parties can significantly affect the formation of constellations of new actors through agenda setting and the shaping of corporatist decision-making."
