Ausgangsthese dieses Beitrags ist, dass föderale Systeme zur Umsetzung nachhaltiger Entwicklung
beitragen können. Im ersten Schritt erfolgt dazu eine Systematisierung des Steuerungspotentials
im Föderalismus. Im zweiten Schritt wird ein Analyserahmen zur Untersuchung
des Zusammenhangs von nachhaltiger Entwicklung und der Aufteilung von Aufgaben
in föderalen Systemen ausgearbeitet, der die räumlichen Aspekte der Nachhaltigkeit im
Hinblick auf wirtschaftliche, soziale und Umweltdimension sowie der Dimension der gesellschaftlichen
Steuerung erfasst. Es zeigt sich, dass der Föderalismus vielfältige Ansatzpunkte
zur Unterstützung einer Nachhaltigen Entwicklung bietet, dies allerdings bedarf einer klaren
Aufgabenabgrenzung und einer institutionellen Struktur, die Spielräume und Potenziale für
Kooperation und Wettbewerb ermöglicht. In der folgenden Untersuchung der nationalen
Nachhaltigkeitsstrategien Deutschlands, Österreichs und der Schweiz ist zu erkennen, dass
das Potential besonders in Deutschland nicht weit genug ausgeschöpft wird.... view less

The contribution builds upon the hypothesis, that federal systems contribute to the implementation
of sustainable development. In the first step a systematisation of the potential of
monitoring in federal systems is elaborated. In the second step an analytical frame for the
investigation of relations between sustainable development and the division of labour between
governmental levels is developed which allows recording the spatial aspects of sustainability
with reference to the economic, social and environmental dimension as well as the
dimension of monitoring. It is revealed that federalism offers multiple access points for the
support of sustainable development but clear delineations of tasks and an institutional structure
is required, which offer margins for cooperation and competition. The investigation of
the national sustainability strategies reveal that the potential is only limited explored in Austria
and Switzerland and particularly not in Germany.... view less
