Schweden: Region Stockholm

Abstract

In der Region Stockholm ist eine kommunal verfasste Institution (Stockholm Läns Landsting) für die Regionalplanung verantwortlich. Der Ende 2010 abgeschlossene Aufstellungsprozess für einen neuen Regionalplan war deutlich stärker kommunikations- und diskursbestimmt als der seines Vorgängers. Als Grundlage für die planerische Arbeit wurde die Vision entwickelt, Stockholm zur attraktivsten Großstadtregion Europas zu entwickeln. Daraus wurden vier Ziele und sechs zentrale Strategien abgeleitet. Räumlich konkrete Festlegungen erfolgen für die Raum- und Siedlungsstruktur sowie das Transportsystem, wobei die enge Verbindung zwischen Strategien und regionalplanerischen Festlegungen zu betonen ist. Trotz hoher Bereitschaft der regionalen Akteure zu informellen Vereinbarungen muss jedoch die fehlende planungsrechtliche Verbindlichkeit des Regionalplans kritisch gesehen werden.

In the Stockholm region an institution (Stockholm Läns Landsting) based on municipal authority is responsible for regional planning. The process of preparing the new regional plan was concluded at the end of 2010 and was clearly more determined by communication and discourse than its predecessor. The basis for the planning work was the development of a vision that saw Stockholm being developed to the most attractive city region in Europe. Four goals and six central strategies were derived from this vision. Spatially concrete stipulations affecting spatial and settlement structure and the transport system followed. The close connection here between strategies and regional planning stipulations is to be emphasised. However, despite the high level of willingness among regional actors to reach informal agreements, the failure of the regional plan to be legally binding must be viewed critically.
