"In dem Beitrag wird der Frage nachgegangen, wie innovative Entwicklungsprogramme mit mehreren Projekten, die jeweils weitgehend autonom innovative sozialpädagogische Konzepte entwickeln und erproben, trotz ihrer Heterogenität und Veränderungsoffenheit als Programm evaluiert werden können. Am Beispiel von Bundesmodellprogrammen in der Kinder- und Jugendhilfe werden spezifische Merkmale solcher Entwicklungsprogrammen als Gegenstand einer Programmevaluation herausgearbeitet. Darauf aufbauend wird eine Konzeption rekonstruktiver Programmtheorie-Evaluation vorgestellt, die eine empirisch fundierte theoretische Beschreibung des Evaluationsgegenstandes als 'Programmcluster heterogener Projekte' ermöglicht." "This article is concerned with the question of how to evaluate multi-site developmental programs given the presence, and heterogeneity, of several relatively autonomous projects developing and testing innovative concepts in social work, and the emergent character of the program. First, the main characteristics of developmental programs as 'evaluands' are described, with a number of model programs in the field of child and youth welfare serving as an example. Second, a reconstructive approach to program theory evaluation is proposed. It provides a concept of reconstructive program evaluation that allows for an empirically well-grounded theoretical description of the evaluand, i.e., a program that is conceived of as a cluster of heterogeneous projects."
