On November 10, shared the results of the 5th edition of the Latin American Index of Budget Transparency (ILTP). By 2009, the study included the participation of 12 countries in the region. In Mexico, the general perception about the level of budget transparency and citizen participation continues to deteriorate, with 48 points, Colombia went from 38 points in 2007 to 46 points in 2009, an improvement that does not correspond to the multiple corruption scandals, this improvement responds to technical reasons but not the reality, as this article attempts to clarify.... view less

El pasado 10 de noviembre se difundieron los resultados de la 5a edición del Índice Latinoamericano de Transparencia Presupuestaria (ILTP). Para 2009, el estudio contó con la participación de 12 países de la región. En México, la percepción general sobre el nivel de transparencia presupuestaria y participación ciudadana sigue deteriorándose con 48 puntos, Colombia pasa de 38 puntos en el 2007 a 46 puntos en el 2009, mejoría que no se corresponde con los múltiples escándalos de corrupción; ésta mejoría responde al manejo de tecnicismos como se intentará aclarar en el presente articulo.... view less
