Den theoretischen Ausgangspunkt des vorliegenden Beitrags bilden die Untersuchungen Stein Rokkans über die Cleavage-Struktur (Konflikt- bzw. Spannungslinien) europäischer Gesellschaften. Damit soll die Frage bantwortet werden, warum es in einigen Ländern Wohlfahrtsverbände gibt und in anderen Ländern nicht. Das methodische Design bildet ein Vier-Länder-Vergleich von Deutschland, den Niederlanden, Großbritannien und Schweden, wobei der empirisch-historische Schwerpunkt auf der Darstellung der deutschen Entwicklung liegt. Die Untersuchung erfolgt in folgenden Schritten: (1) Es werden die Fragestellung und der theoretische Kontext skizziert; (2) Rokkans Modell der Parteienentstehung wird zusammenfassend dargestellt und dann auf das Modell der Verbände allgemein und auf die Wohlfahrtsverbände im besonderen übertragen; (3) Die verschiedenen Perspektiven für die Verbandstheorie werden aufgezeigt und abschließend einige Konsequenzen für die vergleichende Wohlfahrtsstaatsforschung dargestellt. 'In his studies of European societies and politics Stein Rokkan traced back the existence of christian-democratic parties to the effects of the fundamental conflicts between state and church in the course of modernization and nation-building. This cleavage is also the basis for the structuring of the associational system, i.e. the normatively impressed private organizations of caring and service delivery developed parallely. So, these category of associations can not be found an all west european countries; in Germany and in the Netherlands they are up to now important actors in social policy, and there we find the doctrin of subsidiarity as a fundamental principle of the 'christian democratic' welfare state. In Great Britain and in Sweden no such development occured - neither in terms of associations nor in terms of social policy principles and welfare state strucutres. In a braoder perspective we can conclude that there is a strong correlation between the state-church-cleavage (and the denominational pluralism) on the one hand and the developed configuration of welfare associations and the type of welfare state in a country on the other hand.'
