"Im Mittel liegen die Einkommen von Haushalten mit Kindern bei langjähriger Betrachtung meist nur wenig unter dem Durchschnitt in der Bevölkerung. Von dem nach der Jahrtausendwende zu beobachtenden Anstieg der Armutsquoten infolge einer längerfristig zunehmenden Spreizung der Markteinkommen sowie einer Phase wirtschaftlicher Rezession und erhöhter Arbeitslosigkeit waren Haushalte mit Kindern überproportional betroffen. Die Untersuchung der Armut von Kindern führt zu einem scheinbaren Paradox: Auch wenn die überwiegende Zahl an Haushalten mit Kindern ökonomisch weitgehend gesichert erscheint, so weisen erhöhte und dauerhafte Armutsquoten doch auch auf eine steigende Zahl an Kindern und Jugendlichen hin, die infolge schwierigerer Rahmenbedingungen (Zunahme an Ein-Eltern-Haushalten; hoher Anteil an Kindern mit ausländischer Bezugsperson) in oft unzureichenden wirtschaftlichen Verhältnissen aufwachsen und demzufolge zusammen mit ihren Eltern sozialpolitisch weiterhin zu begleiten sind." "Longitudinal observations reveal that households with children usually have incomes that are only slightly lower than the average income of the general population. At the beginning of the 21st century, households with children were disproportionately affected by the increase in poverty that resulted from diverging market income levels and a period of economic recession with elevated unemployment rates. The analysis of child poverty revealed an apparent paradox: although most households with children appear fairly economically secure, elevated and prolonged poverty rates indicate that a growing number of children and youth are growing up in insufficient economic conditions (due to difficult settings in the household, i.e., increase in single-parent-households, higher proportion of immigrant children). These children and their parents need continued support through social policy measures." (author's abstract)... view less
