Mafia-style domination: the Philippine province of Pampanga

Abstract

"The present study investigates provincial politics in Pampanga, an economically highly developed province in the Philippines. The local mode of domination closely resembles practices employed by the classical Mafia of Sicily and Calabria. “Mafia” in this report does not refer to criminal organization but to how a territory and its population is dominated. The analyses of the economic foundations of domination as well as the respective roles of patronage, violence and extralegal practices reveal the similarity of the classical model to the Philippine case. The study shows that electoral democracy may provide an ideal setting for Mafia-style domination." (author's abstract)

Die vorliegende Studie untersucht die Art der Herrschaftsausübung in Pampanga, einer wirtschaftlich hoch entwickelten Provinz auf den Philippinen, und deckt große Ähnlichkeiten mit klassischen mafiösen Organisationen, wie der Mafia in Sizilien und Kalabrien, auf. Der Begriff 'Mafia' steht in diesem Report nicht für eine kriminelle Vereinigung, sondern für die Art und Weise, wie die Bevölkerung politisch, sozial und ökonomisch beherrscht wird. Der Autor analysiert die wirtschaftlichen Grundlagen dieser Dominanz ebenso wie die unterschiedlichen Funktionen von Patronage, Gewalt und der illegalen Praktiken und arbeitet die Gemeinsamkeiten mit dem klassischen Model 'Mafia' heraus. Die Studie zeigt, warum trotz eines demokratischen Systems ein idealer Nährboden für mafia-artige Herrschaftsstrukturen vorhanden ist." (Autorenreferat)
