Der Beitrag analysiert einige Unterschiede im Denunziationsverhalten der Bevölkerung zur Zeit des Nationalsozialismus und in der SBZ: Unter sowjetischer Besatzung wurde Denunziation von der kommunistischen Elite als informelle 'Bringschuld' gesehen, die es strategisch bei der Bekämpfung des Klassenfeinds zu nutzen galt. Ein allzu starkes Engagement in diese Richtung wurde jedoch gleichzeitig gedämpft - auch hier galt Denunziation im Grunde als verächtlich - und institutionell in Verfahren der Justiz eingebunden. Die 'informationelle Bringschuld' der Bevölkerung wurde damit politisch und moralisch in wünschenswertes und nicht wünschenswertes Verhalten diskriminiert. Insgesamt zeichnen sich damit schon in der Frühzeit der DDR charakteristische Herrschaftsstrategien ab, die die Eigeninitiative der Bürger kanalisieren bzw. durch Bürokratisierung und Institutionalisierung in die Defensive drängten. 'From the beginning of the occupation, the Soviets tried to establish structures which should receive denunciations, but should also be able to institutionalise means of collecting information out of society. Central projects of transformation like denazification and economic reshaping relied heavily on secret information, however, highly formalised standards of proceeding rendered denunciations in these contexts rather ineffective. Whereas in everyday life, denunciations that were brought before civil authorities were regularly dealt with in a matter-of-fact approach which heavily contrasts with the harsh consequences that hints concerning a NS-past of somebody could have if the Information was delivered to the police or to the Soviets. During 1947, state and justice started trying to use Allied directives to code public discussions and criminalize political criticism. Since 1948 - after the so-called Boards of Control of the People had come into being - ruling by Information started to become a principle in social and economic matters.'
