Technischer Fortschritt durch Informations- und Kommunikationstechnologien

Abstract

Der Beitrag gibt einen Überblick über die Diffusion und die Rahmenbedingungen der Informations- und Kommunikationstechnologien und diskutiert einige wirtschaftliche Auswirkungen dieser Technologien. Dabei wird der Frage, inwieweit es sich hier um eine 'New Economy' handelt, besondere Aufmerksamkeit geschenkt. Es wird ferner am Beispiel des Internet dargestellt, welche Bedeutung der technische Fortschritt im langfristigen Wirtschaftswachstum aus neoklassischer Sicht hat und welche Auswirkungen die IuK-Technologien auf Beschäftigung, Wachstum, Preisstabilität und Produktivität ausüben. Der Autor geht von folgender Begrifflichkeit aus: Inventionen sind Erfindungen vor ihrem Markteintritt; Innovationen sind ökonomisch realisierte Inventionen, die den technischen Fortschritt ermöglichen; Basisinnovationen grenzen sich von Verbesserungsinnovationen dadurch ab, dass sie die Wirtschaftsstruktur nachhaltig verändern; Diffusion kennzeichnet den Grad der Verbreitung einer Innovation. 'The technological development in the area of Information- and Telecommunication-Technologies has initiated in the nineties a dynamic in the economy, which was often compared with the industrial revolution. The Information- and Communication-Technologies as well as their diffusion are linked to the economical development of the USA in the 1990s and the term of the 'New Economy' arose out of this development. This term raises the expectations of a permanent higher growth rates of the production capacity. The USA have undergone the longest period of revival in it's younger history. The following article gives an overview of the diffusion and the basic conditions of the Information- and Communication-Technologies (IuK-Technologien). Furthermore, this contribution deals with some economical repercussions of these technologies. In this context the question is raised, to what extend the discussed development of the information- and communication-technologies indicates a 'new' economy.' (author's abstract)
