'During the past 20 years, no other European country has shown as strong regional demographic and economic disparities as Germany. However, whereas in the new federal states there has happened a fundamental change of population and economy since 1990, the demographic change of the structure of the entire German population reaches farther back. Already since 1970 the German population number as a whole is on the decline, i.e. since 1970 the German population is 'shrinking'. Since the reunification this development has had its effect particularly in the new federal states because since then there has developed a division into booming and declining regions all over Germany. This is most of all caused by the emigration of young, particularly female workforce to West Germany, which meanwhile has contributed not only to a successive 'emptying of East Germany' but also to an increase in the percentage of elderly people there. On the medium and the long run this trend can only be stopped or reversed if more jobs are created in the new federal states - given the international financial crisis, this is an economy- and social-political task for reunited Germany which is only diffult to solve.'
