Zu den Aufgaben der Raumordnungspolitik zählt bis heute die Schaffung gleichwertiger Lebensverhältnisse und damit die Förderung strukturschwacher Regionen. In letzter Zeit findet eine Akzentuierung auf die Förderung von Wachstumspolen bzw. Schwerpunktorten statt. Vor dem Hintergrund vielfältiger Strukturen, Entwicklungsprozesse und Problemsituationen in einzelnen Regionen eröffnen generell angebotene Modelle für die Regionalentwicklung vor allem in peripheren, strukturschwachen ländlichen Räumen nur bedingt Perspektiven – eine regionale Differenzierung ist unumgänglich. Die vorliegende Studie der Arbeitsgruppe "Ziele und Strategien einer aktuellen Politik für die ländlichen Räume in Bayern" der Landesarbeitsgemeinschaft Bayern der Akademie für Raumforschung und Landesplanung beschäftigt sich daher mit peripheren ländlichen Räumen in Bayern, nicht nur im deutsch-tschechischen Grenzraum, um Entwicklungen und Probleme zu analysieren und – soweit möglich – Lösungsstrategien anzubieten. Der Fokus liegt dabei auf den Themenfeldern Versorgung im ländlichen Raum, Stadt-Land-Gegensatz, Tourismus, Almwirtschaft, Technologiepolitik und interkommunale Kooperation.... view less

Among the tasks which spatial planning policy is charged with is that of creating "parity of living conditions" and thus of assisting structurally weak regions. In recent years the prime focus has been on promoting centres of growth or focal points of development. However, against the backdrop of diversity with regard to structures, development processes and the problems encountered in individual regions, the standard models for regional development which tend to be proposed offer very few perspectives for peripheral and structurally weak rural areas: a more regionally nuanced approach is called for. Accordingly, this study on "Goals and strategies of a policy for rural areas in Bavaria today", produced by the ARL's Regional Working Group for Bavaria, is dedicated to peripheral rural areas in Bavaria, not only along the German/ Czech border. It aims to provide an analysis of developments and problems, and, where possible, it also offer strategies for solutions. The main focus is placed on infrastructure and services in rural areas, the town/ country opposition, tourism, agriculture and mountain pastures, technology policy, and intermunicipal co-operation.... view less
