Sozialkapital - Chancen und Grenzen der Methodik

Abstract

'Das Konzept 'Sozialkapital' hat sich in den letzten Jahrzehnten von einer soziologischen Erklärung für strukturelle Veränderungen in Bildung, Ökonomie und Politik (Bourdieu, Coleman, Putnam) zu einem Messinstrument entwickelt, mit dem die Bindungskraft sozialer Beziehungen aller Größen und Typen quantifiziert werden kann (World Bank, OECD). Zwei Forschungsstränge stehen hier miteinander im Wettbewerb: Zum einen internationale Umfragen, deren Ergebnisse in 'top-down'-Maßnahmen münden, zum anderen Untersuchungen in sozialen Einheiten, die in Form von 'bottom-up'-Strategien selbst Maßnahmen ergreifen. Langsam setzten sich auch allgemein anerkannte Definitionen von Sozialkapital durch, etwa die Dimensionen 'Bonding' oder 'Bridging', oder die Unterscheidung von 'Mikro'-, 'Meso'- und 'Makroebene'. Inwiefern dieses neue Konzept erfolgreich sein wird, hängt wohl von seiner Nützlichkeit in der praktischen Alltagsanwendung ab. Sozialkapital kann, wie jedes Kapital, in unterschiedliche Unternehmungen und Ziele investiert werden.' (Autorenreferat)

'The concept of 'social capital' evolved, from a sociological explanation of structural change in education, economy and politics (Bourdieu, Coleman, Putnam), to a modelling and measurement technique, capable of quantifying socially binding forces in communities and networks of all sizes and types (World Bank, OECD). Two lines of research compete in this new field: on the one hand, international surveys, leading to 'top-down' measures; on the other, action research studies in social units that autonomously link 'bottom-up' strategies to measures. Generally accepted definitions are only slowly arising, such as the dimensions of 'bonding' and 'bridging', or the distinction between 'micro', 'meso' and 'macro levels'. To which extent this new concept will be successful, may depend on its utility in practical everyday application. Social capital, as any capital, can be invested for different enterprises and goals.'
