'Entgegen der verbreiteten Ansicht, daß die Systemtheorie soziale Probleme als soziologische Probelme ignoriert habe, wird gezeigt, daß durch systemtheoretische Ideen und Konzepte die Bestimmung sozialer Probleme und ihre Abgrenzung gegenüber verwandten Phänomenen geleistet werden kann. Probleme werden definiert als Enttäuschung einer Erwartung und soziale Probleme als Entäuschung einer Erwartung, die kausal der Entscheidung anderer zugerechnet wird. Die spezifischen Differenzen zwischen sozialen Problemen auf der einen und Protest, Konflikt und sozialer Bewegung auf der anderen Seite werden systemtheoretisch formuliert.' 'Contrary to the widely held opinion that systems theory has ignored social problems as a sociological problem the paper documents that ideas and concepts from systems theory are very useful for defining social problems and distinguishing them from related phenomena. Problems are defined as disappointment of expectations and social problems as disappointment of expectations that is causally attributed to the decisions of others. The specific differences between social problems on the one hand and protest, conflict, and social movements on the other hand are formulated in terms of systems theory.'
