'Im Jahr 1975 wurde in Österreich wie in vielen OECD-Ländern nach einer sehr langen und streckenweise äußerst heftig geführten politischen Auseinandersetzung eine äußerst restriktive Regelung des Schwangerschaftsabbruchs durch ein neues Gesetz ersetzt. Dabei ist die damals eingeführte Fristenregelung im internationalen Vergleich als sehr permissiv zu werten. In Anlehnung an Paul Sabatiers advocacy coalition Ansatz stellt die vorliegende Studie folgende Fragen: Wie ist es zu diesem Politikwandel (policy change) von restriktiver zu permissiver Abtreibungsregelung gekommen? Welche Rolle hat dabei 'Lernen in der Politik' (policy learning) gespielt? In welcher Form haben die formalen und informellen Organisationsstrukturen, Normen und Werte des zentralen Akteurs, der Sozialistischen Partei Österreichs (SPÖ), dieses 'Lernen in der Politik' gefördert bzw. behindert?'
