"Mit der Erweiterung der EU im Mai 2004 entsteht eine neue Außengrenze im Osten der Union. An dieser Grenze treffen Mitgliedstaaten der EU auf Staaten, die in naher Zukunft keine Beitrittsperspektive haben. Daraus erwächst die Frage, wie die EU, die einerseits die Sicherheitsbedürfnisse ihrer Mitglieder berücksichtigen muss, auf der anderen Seite ein Interesse an der Kooperation mit Drittstaaten hat, um die Stabilität in einem Gesamteuropa zu wahren, mit diesen neuen Nachbarn umgeht. Dies gilt gerade auch im Hinblick darauf, dass das Verhältnis zu diesen Staaten im institutionellen wie sozio-ökonomischen Bereich ein asymmetrisches ist. In dem vorliegenden Text wird anhand einer Analyse von Dokumenten der EU gezeigt, dass der Widerspruch, der sich bereits im Begriff 'Grenze' an sich zeigt, nämlich die Funktion zu trennen und zu verbinden, an der Politik der EU gegenüber ihren Außengrenzen deutlich wird. "With the enlargement of the EU in May 2004 it will become a new eastern external border. At this border members of the EU will meet states, which for the time being do not have a perspective for accessing the Union. Therefore, the question comes up how the EU, which on the one hand has to consider its member states' demand for security and on the other hand is interested in co-operation with third countries for preserving stability throughout all of Europe, will deal with the new neighbours. This holds all the more in view of the fact that the relationship of the EU to these countries is asymmetric in institutional as well as in socio-economic terms. Based on EU documents this article points out that the contradiction which already is inherent to the term 'border', namely the function to separate as well as to connect, becomes explicit when looking at the EU policy with respect to its external borders. This has consequences for the future of co-operation in the Baltic Sea Region as well as for forming a stable and secure Europe." (author's abstract)... view less
