Österreich - Modell eines erfolgreichen Wohlfahrtsstaats?

Abstract

"Trotz diverser Unterschiede stellt Österreich als hoch erfolgreiches konservatives Wohlfahrtsregime gerade aus der Perspektive der deutschen Politikwissenschaft einen interessanten Vergleichsfall dar. Das vorliegende WiP-Paper beschäftigt sich deshalb mit zwei Politikfeldern des österreichischen Wohlfahrtsstaats. Zunächst geht es um die Arbeitsmarktpolitik und deren Organisation im Rahmen des österreichischen Arbeitsmarktservice. Es fällt hierbei auf, dass zur Bewältigung der strukturellen Veränderungen auf dem Arbeitsmarkt eine weitere Qualifikation der Beschäftigten nötig ist, die allerdings über bloße berufsrelevante Anpassungsqualifikationen hinausgehen muss. Im zweiten Teil dieses Working Papers steht das österreichische Rentensystem (bzw. 'Pensionssystem') im Mittelpunkt. Fazit ist hier, dass die österreichischen Pensionsreformen und die damit verbundenen Leistungskürzungen relativ massiv ausfielen. Allerdings bleibt anzumerken, dass in Österreich ausgehend von einem sehr hohen Pensionsniveau reformiert wurde. Insgesamt wird das österreichische Pensionssystem auch in Zukunft einen vergleichsweise hohen Lebensstandard sichern." (Autorenreferat)

"Coming from the perspective of German political science the Austrian welfare system is, despite all differences, an interesting example, because it has the reputation of a highly successful conservative regime. Therefore, this WiP-Paper deals with two important policy fields of the Austrian welfare Regime. Employment policy and its organisation through the Public Employment Service Austria will be discussed first. Hereby it is of special interest that further qualification measures of employees will be needed to overcome labour market's structural problems - however, these measures have to go beyond traditional vocational trainings. The second part of the paper deals with the Austrian pension system. Its reforms were comparatively massive and came along with considerable benefit cuts, however the reform policies started at a rather high level. All in all the Austrian pension system will in future be able to secure a high standard of living." (author's abstract)
