Looking in or looking out? Top-down change and operational capability

Abstract

Strategische Intentionen spiegeln die Bestrebungen einer Organisation wider. Sie können in organisationale (Teil-)Ziele sowie in Strukturen, Vorgehensweisen, Massnahmen und Regeln zu deren Umsetzung übersetzt werden. Basierend auf Erkenntnissen der Systemtheorie und den Ergebnissen einer Fallstudie in der Telekommunikationsindustrie weist dieser konzeptionelle Artikel darauf hin, dass der der Übersetzung folgende Implementierungsprozess mit den Prinzipien und Zielen der Akteure auf der operativen Ebene konfligieren und zu Verhalten führen kann, welches das Erreichen der darüber liegenden (Gesamt-)Ziele verhindert. Diese nicht gelungene Verbindung, oder pathologische Autopoiesis, manifestiert sich durch eine Restrukturierung, in welcher die Organisation zum Spielfeld von Akteuren auf der operationalen Ebene wird, welche wiederum darauf fokussieren, die vorgegebenen Bedingungen an ihre eigenen psychischen und sozialen Bedürfnisse anzupassen. Die Organisation wendet sich dann in sich selbst und weg von der Notwendigkeit, Informationen über die Umgebung einzuholen und auf diese zu reagieren; letzteres ist jedoch eine fundamentale Bedingung für die Widerstandskraft und das Überleben jedes Systems.

Las intenciones estratégicas reflejan las aspiraciones de una organización. También se pueden traducir en objetivos para el resto de la organización y para las estructuras, medidas, procedimientos y reglas que se introducen en relación con ellas. Basándose en las aportaciones de la teoría de sistemas sociales, y las evidencias de casos estudio de la industria de las telecomunicaciones, este artículo conceptual sugiere que los procesos de implementación ulteriores pueden entrar en conflicto con los principios y objetivos de los actores de los niveles operativos y llevar a comportamientos que pueden obstaculizar el desarrollo de esos objetivos de alto nivel. Esta desalineación o autopoiesis patológica, se manifiesta a través de una reestructuración en la que la organización se convierte en el ambiente de los agentes operativos, que a su vez se centran en "trasladar" las condiciones impuestas a sus propias necesidades psíquicas y sociales. En realidad, la organización se concentra en sí misma y se aleja de cumplir con la necesidad de adquirir información acerca de, y dar respuesta a su propio entorno, lo que es una condición fundamental para la resistencia y la supervivencia de cualquier sistema.

Strategic intentions reflect the aspirations of an organization. They can also be translated into targets for the rest of the organization and structures, procedures, measures and associated rules introduced to meet them. Drawing upon insight from social systems theory, and case study evidence from the telecommunications industry, this conceptual paper suggests that the ensuing implementation processes can conflict with the principles and objectives of actors at operational levels and lead to behaviors that can hinder the pursuit of those high level goals. This misalignment, or pathological autopoiesis, is manifest through a restructuring in which the organization becomes the environment for operational actors who in turn focus upon the "translation" of imposed conditions into their own psychic and social needs. In effect the organization turns in on itself and away from the need to acquire information about, and respond to, its own environment, a condition that is fundamental to the resilience and survival of any system.
