'Der Artikel konzentriert sich auf die Gegenüberstellung von aktivem und passivem Citizenship. Auf Basis einer Auswertung des International Social Survey Programmes werden sechs Länder untersucht. Die Aufmerksamkeit gilt sowohl dem vorherrschenden Staatsbürgerschaftsverständnis als auch tatsächlicher politischer Partizipation. Insgesamt zeigt sich in dieser Studie, dass das Partizipationspotenzial nicht so gering ist, wie in Medien bzw. Meinungsumfragen manchmal behauptet wird. Angesichts einer recht starken Ausprägung eines eher passiven, legalistischen Staatsbürgerschaftsverständnisses (Betonung von Gesetzestreue) sind Sorgen um einen 'stabilen' Staat keineswegs angebracht. Protestorientierte Formen der politischen Partizipation werden eher von Personen gewählt, die größeres politisches Interesse aufweisen, politisch informierter sind und ein stärker sozial-altruistisches Staatsbürgerschaftsverständnis (Betonung der Relevanz von Hilfestellungen) zeigen. 'The article compares active and passive citizenship. Based on data of the International Social Survey Programme, six countries are analyzed. The author's interest focuses on the dominant understanding of citizenship as well as on patterns of political participation. Altogether, the survey demonstrates that the participation potential is not as low as is sometimes being reported in the media and public opinion polls. In reflection of a conventionally rather passive, legalistic understanding of citizenship (emphasising law-abiding behaviour), worries about a 'stable state' do not appear to be appropriate. Protestoriented forms of political participation are more frequently chosen by people who are clearer interested in and more informed about politics as well as by people who have a pronounced social-altruistic understanding of citizenship (stressing the importance of helping).
