"Obwohl die Rezession und die Wiederaufnahme der wirtschaftlichen Aktivitäten in Deutschland und Frankreich synchron verliefen, gab es Unterschiede im Ausmaß der Krise. Warum hat Deutschland (zusammen mit Japan) unter allen Industriestaaten den stärksten Rückgang des Bruttoinlandsproduktes zu verzeichnen? Warum gehört hingegen Frankreich zu den Ländern, die am Wenigsten betroffen sind? Wie lässt sich erklären, dass die Zunahme der Arbeitslosigkeit bis zum heutigen Tag in Frankreich wesentlich gravierender ausfällt, obwohl in Deutschland der Wachstumseinbruch stärker ist? Neben einer Analyse der von Berlin und Paris eingesetzten Maßnahmen zur Wiederbelebung der Konjunktur, fragen sich die Autoren, ob beide Länder angemessene Wachstumsstrategien verfolgen und ob diese gegebenenfalls verbesserungswürdig sind." "Although the recession and the economic rebound proceeded simultaneously in Germany and in France, the economic crisis had different effects in both countries. In France, the loss of confidence of households and business as well as the tighter terms of loans have contributed to the recession - and exacerbated the situation on the labor market. Both countries, which had benefited in the course of the crisis from automatic stabilizers and economic stimulus plans, should further strengthen measures for the protection of employment without preventing the necessary structural changes in the economy. Furthermore, Berlin and Paris should use the crisis as an opportunity to reanimate the debate on budget norms and deficits on the European level and formulate proposals for a better regulation of the financial markets."
