Demokratieentwicklung und gesellschaftliche Mitwirkung in Ostdeutschland: Kontinuitäten und Veränderungen

Abstract

"Im vorliegenden Arbeitspapier werden die Einstellungsveränderungen der Ostdeutschen zur Demokratie und zur gesellschaftlichen Mitwirkung untersucht. Im Unterschied zur öffentlichen Diskussion, die den Ostdeutschen mangelnde Akzeptanz demokratischer Prinzipien unterstellt, wird in der vorliegenden Studie anhand aktueller Daten gezeigt, daß die Mehrheit der Ostdeutschen demokratische Grundwerte vertritt und das bundesdeutsche Demokratiemodell annimmt. Gleichzeitig bestehen in beachtlichem Umfang kritische Haltungen zum politischen System und zu der in den letzten Jahren praktisch erlebten Demokratie. Obwohl das politische Interesse und die Mitwirkungsbereitschaft im politischen Bereich nach der 'Wendeeuphorie' auf ein geringes Niveau gesunken sind, ist ein beachtlicher Anteil der Ostdeutschen heute bereit, sich im sozialen Bereich und in Freizeitorganisationen zu engagieren. Die hohe Wertschätzung zwischenmenschlicher Beziehungen weist zugleich auf die unverminderte Bedeutung von Gemeinschaftsaspekten und ein weiterhin funktionierendes soziales Beziehungsgefüge hin." "This paper analyses the changes in the outlook of East Germans on democracy and social engagement. Contrary to the public discussion, assuming a lack of acceptance of democratic principles by the East German citizens, this paper shows that the majority of the East Germans advocate basic democratic values and accept the model of democracy of the Federal Republic. The research is based on current empirical data. At the same time, the East Germans are rather critical of the existing political system as well as of the forms of democracy they have experienced over the last years. After the euphoria of the time when the Wall had come down, political interest and readiness for political participation had reached a rather low level. Nevertheless, a significant percentage of East Germans now expressed their readiness to engage themselves in the social sphere und in leisure-time activities. The high significance which they assign to human relations also confirm the undiminished importance of the aspects of community and a functioning social network." (author's abstract)
