Nationale und transnationale Vernetzung polnischer Städte und Regionen: auf dem Weg zu einer nachhaltigen Stadt- und Regionalentwicklung

Abstract

"Die Studie 'Nationale und transnationale Vernetzung polnischer Städte und Regionen - Bedeutung für eine nachhaltige Stadt- und Regionalentwicklung' liefert einen Überblick über die Einbindung polnischer Kommunen und Wojewodschaften in allgemeine und politikfeldspezifische Netzwerke auf nationaler und transnationaler Ebene. Besondere Berücksichtigung findet hierbei die Vernetzung in Fragen von Nachhaltigkeit und des Umweltschutzes. Einführend zeigt die Studie den Prozess zunehmender Dezentralisierung in Polen seit 1990 auf, der zu einer Stärkung der lokalen und regionalen Selbstverwaltung geführt hat. Daran anschließend betrachtet sie genauer die Kompetenzverteilung und das Engagement der verschiedenen Verwaltungsebenen in den Bereichen nachhaltiger Entwicklungs- und Umweltpolitik. Es wird deutlich, dass der Agenda 21-Prozeß in Polen maßgeblich von den Kommunen ausgeht und getragen wird und eine nationale Steuerung bzw. Unterstützung ausbleibt. Im Mittelpunkt der Studie steht die Beschreibung nationaler und transnationaler Netzwerke in ihrer Bedeutung für die polnischen Städte und Regionen. Insbesondere die Städte und Regionen im Ostseeraum sind in dieser Region transnational sehr stark eingebunden. In zwei Fallstudien zu den Städten Gdansk und Szczecin wird die Bedeutung dieser transnationalen Ausrichtung für die Entwicklung dieser Städte aufgezeigt." (Autorenreferat)

"This study surveys the integration of Polish local and regional authorities into general and policy-specific networks at the national and transnational level. Special attention is paid to networking that focuses on sustainable development and environmental protection policies. The introduction to the study describes the decentralisation of political and administrative structures in Poland from 1990 onwards, which has continuously strengthened local and regional self-government. The study further examines the responsibilities and commitment of the different administrative levels concerning sustainable development and environmental policies. It becomes clear that the Local Agenda 21 process in Poland was initiated primarily and promoted mainly by the local authorities, whereas state regulation and support of this process are shown to be lacking. The focal point of the study is the description of national and transnational networks and their importance for the development of Polish cities and regions. In the Baltic Sea Region, in particular, local and regional authorities have built strong transnational links. Two case-studies of the Polish cities Gdansk and Szczecin try to demonstrate the importance of such a transnational orientation for urban development." (author's abstract)
