Transnationalisierung nationaler Innovationssysteme

Abstract

"Die strukturellen Veränderungen im Zuge der Globalisierung und die damit verbundenen Konsequenzen sind ein zentraler Gegenstand der politischen und wissenschaftlichen Debatte. Eine gängige These in diesem Zusammenhang lautet, dass die Bedeutung einzelner Nationalstaaten und Volkswirtschaften zunehmend sinkt bzw. sogar völlig entfällt. Das Konzept des Nationalen Innovationssystems (NIS), das gerade die Bedeutung der nationalen Ebene und der damit verbundenen Innovationssysteme für das Innovationsgeschehen betont, wird damit scheinbar der aktuellen Entwicklung nicht mehr gerecht. Vorliegender Artikel illustriert jedoch auf der Basis zentraler Literatur zum Thema NIS, dass dem NIS weiterhin eine besondere Bedeutung zukommt - auch unter den Bedingungen der Globalisierung. Verdeutlicht wird dabei, dass das NIS-Konzept nicht nur die nationale Ebene berücksichtigt, sondern auch grenzüberschreitende Strukturen und Prozesse. Dies gilt für die Struktur des Innovationssystems insgesamt, dessen Akteure, deren Interaktion und die dynamische Entwicklung der institutionellen NIS-Charakteristika. Gezeigt wird ferner, welche Schlussfolgerungen im NIS-Konzept für die Innovationspolitik bzgl. Internationalisierung gezogen werden und welche Konsequenzen sich für das NIS-Konzept selbst ergeben. Dabei wird schließlich auch klar, dass das NIS-Konzept der Weiterentwicklung bedarf. Vorgeschlagen wird der Ansatz des 'Transnationalen Innovationssystems'." (Autorenreferat)

"The structural changes resulting from globalisation are an important issue of the political and scientific discussion. A typical statement in this context is that the significance of individual states or economies is likely to fade away. Does this imply that the concept of 'national innovation systems' (NIS), which points out the importance of the national level and national innovation systems for innovation, no longer fits to the present development? This paper draws on key NIS-literature to show the relevance of national innovation systems even under the conditions of globalisation. Emphasis will be put on the fact that the NIS-concept not only considers the national level but also structures and processes that go beyond national borders. This applies for the overall structure of the innovation system, its players, their interactions and the dynamic development of the institutional NIS-characteristics. Also it will be shown which conclusions the NIS-concept draws for innovation policy and which consequences result for the NIS-concept itself. It finally becomes clear that the concept needs some further development towards a 'transnational innovation system'." (author's abstract)
