Vagaries and Politics of Funding: Beyond "I Told You So"

Abstract

In einem früheren Debattenbeitrag analysierte ich "Launen und Politik" im Drittmittelerwerb bei einer nationalen Forschungsgemeinschaft. Die damalige, auf soziologischen und autobiographischen Analysen beruhende Studie war ein Beispiel von Wissenschaft-im-Prozess (science in the making), da die Forschungsgemeinschaft noch keinen Entschluss hinsichtlich des Einspruchs gegen die Entscheidung, ein Projekt nicht zu fördern, gefasst hatte. In diesem Aufsatz analysiere ich die nachfolgenden Ereignisse, d.h. die Entscheidung über den Einspruch und den Ausgang der Entscheidung über den (unveränderten) Antrag im folgenden Jahr. Ich schließe mit einem Kommentar über die Verantwortung von Autoren und ihren Lesern für die Interpretation von Texten, wie z.B. Briefe von Forschern zu Forschungsgemeinschaften und den darauf nachfolgenden Antworten.

In an earlier contribution to the debates, I provided an analysis of the vagaries and politics of funding in one national agency. The study, which combined sociological and autobiographical texts, showed social science in the making, for the particular appeal of a decision not to fund a par­ticular proposal had not been made. In the present contribution, I analyze the subsequent events, in­cluding the outcome of the appeal and the results of the subsequent competition. I conclude with a comment on the responsibilities of authors and their readers in the constitution of interpretations of texts such as letters to funding agencies and the ensuing responses.

En una primera contribución a los debates, propuse un análisis de los caprichos y las políticas de financiación en una agencia nacional. El estudio, con textos sociológicos y autobiográficos combinados, mostró la ciencia social en su elaboración, para una reconsideración particular sobre una decisión de no dotar de fondos a un proyecto. En la presente contribución, analizo la secuencia posterior de hechos, incluido el resultado de la apelación y los resultados de la serie de concursos siguientes. Concluyo con comentarios acerca de las responsabilidades de los autores y sus lectores en la constitución de interpretaciones de los textos, tales como las cartas a las agencias de financiación y las respuestas resultantes.
