Der Ausbau außerfamiliärer Betreuungsangebote für unter dreijährige Kinder wird zunehmend als wichtiges bildungs- und gleichstellungspolitisches Instrument angesehen. Neben einer verbesserten Vereinbarkeit von Familie und Beruf sollen hierdurch Bildungsungleichheiten verringert werden. Insbesondere werden mögliche positive Auswirkungen auf die sprachlich-kognitiven Fähigkeiten von Kindern mit Migrationshintergrund hervorgehoben, weshalb eine steigende Betreuungsbeteiligung dieser Kinder als erstrebenswert angesehen wird. Anhand von Daten der amtlichen Kinder- und Jugendhilfestatistik von 2006-2015 untersuchen wir anhand der Difference-in-Differences-Methode, inwiefern politische Reformen, die einen allgemeinen Rechtsanspruch auf U3-Kindertagesbetreuung einführen und deren Kosten verändern, die Betreuungsbeteiligung von Kindern mit und ohne Migrationshintergrund beeinflussen. Hierfür vergleichen wir Trends verschiedener Gruppen, die auf unterschiedliche Weise von den institutionellen Änderungen betroffen waren. Die empirischen Befunde legen nahe, dass, solange eine Knappheit an U3-Betreuungsplätzen besteht, es von vorrangiger Wichtigkeit ist, das Betreuungsangebot zu erweitern und Zugangsbarrieren zu verringern, um die Betreuungsbeteiligung von Kindern mit Migrationshintergrund zu erhöhen. Finanzielle Anreize dürften erst dann ihre volle Wirksamkeit entfalten, wenn der Bedarf an U3 Betreuung weitgehend gedeckt ist.... view less

Expanding the supply of family external childcare for children under the age of three is considered an important (political) instrument to increase equal opportunities by reconciling family and working life. Moreover, it is regarded as an instrument to reduce educational inequality. Especially, potentially positive effects of external childcare for the language and cognitive development of children with a migration background are emphasized. Increasing their participation in external childcare is therefore considered an important goal. We use data of the official "Kinder- und Jugendhilfestatistik" of the years 2006 to 2015 to analyse in how far political reforms introducing a general legal claim for childcare under the age of three as well as changing its costs have influenced the participation rates of children with and without a migration. To this end, we use the difference-in- differences technique to compare trends of various groups of children that were affected differently by institutional changes. Overall, the empirical results indicate that as long as there is a shortage in the supply of childcare places for children under the age of three, it is of primary importance to increase this supply to avoid access barriers for children with a migration background. Monetary incentives will most likely only reach their full potential once the demand for childcare places is largely satisfied.... view less
